Sharing code without breaking microfrontend autonomy: build-time import IS the copy

Because federation here has no `shared` block, a workspace import gets inlined into every remote's own bundle — one source of truth in the repo, seventeen independent copies in the artifacts. The real cost isn't runtime coupling, it's redeploy fan-out.
